Introduction: This scheme started on 1st April 2000. The various points of detail were agreed at a meeting of the Association Members in November 1998 and work to implement the scheme started soon after. The scheme is based around a self study regime. Prospective supervisors who meet the necessary criteria are registered and supplied with the ADC Inland / Inshore Diving Supervisors Manual, a comprehensive reference manual that seeks to explain all the key elements that a supervisor would be expected to know and understand on an Inland / Inshore diving site. In addition to reading and understanding the contents of the manual, prospective supervisors will be expected to gain on site experience with their employer and the combination of the two should lead them to a point where they feel confident to sit the final exam. The scheme is open to non members of ADC assuming the application form is submitted by a bona-fide diving contractor working in the UK and registered with the HSE. Applications for a person to be issued with an ADC diving supervisors certificate will not be accepted from individuals under any circumstances. They must be made by a diving contractor. The person proposed as a supervisor must meet the following:
| Age |
Must be a minimum of 24 years old. |
| Qualifications |
Must have held at least HSE Part III (or equivalent) for two years. |
| Experience |
Must have at least 200 commercial dives (not including training dives) using surface supplied equipment. At least 100 of these must be inland/ inshore dives carried out in the UK or Ireland. Dives carried out offshore or in other countries may count towards the 200 total but not towards the 100 inland dives. |
| Training |
While candidates may have attended and passed a formal training scheme run by a training school, this is not a requirement of the scheme. ADC will make available an Inland / Inshore Diving Supervisors Manual which will contain all of the theoretical knowledge required in relation to the ADC scheme. |
| Support |
Candidates must be recommended in writing by a senior person in an Inland/ Inshore diving contractor. In the case of ADC members this should be the formal ADC point of contact. If an application is received from a non ADC member company then the management committee will decide on the detailed level of support and recommendation required. |
| Examination |
Candidates must sit and pass an examination set by ADC. This will be a written examination but will include questions on practical aspects. |
| Grandfathering |
Since it is recognised that there were many competent and experienced diving supervisors already working in the industry, a facility was available where such people could gain an ADC certificate without having to meet all of the requirements that a new entrant would have to meet. This was known as Grand fathering. This facility was only available up until 30th September 2001 and after that time ALL applicants have been treated as new entrants. |
| Special Cases |
The setting up of a scheme such as this will result in a number of special cases which do not fit in to the normal rules of the scheme. Exceptions will not be made simply because a candidate has not completed one or more of the requirements but exceptional cases will be referred to the management committee for a decision (which will be final). Appeals against examination failure or similar will be dealt with in the same way. |
| Timescale |
It is intended that ALL diving supervisors employed by ADC members will be required to have an ADC certificate after the 1st January 2007 |
| Costs |
ADC's costs depend on where and how examinations are set up. A fixed charge will be made which will include the supply of an individual supervisor's manual, sitting the examination, administration costs and the issue of a certificate with the supervisor's photographs on it. The applicable charge forms part of the Appendix 1 - Subscriptions and Charges available in the Membership Application Pack on this website. The current charge, valid from 1/1/06 to 31/12/06 will be: 50.00 For ADC members. 100.00 for Non ADC members. |
| Failures |
If a person fails the exam then they will be allowed to resit after a gap of at least 1 month. If they fail the resit then they must wait 6 months before trying again. Any person still failing at the end of the third attempt will not be allowed to sit the exam again for a minimum period of 2 years. They would then start again as if a newcomer to the scheme. |
| Chambers |
Chamber operation will not be part of the basic supervisor exams or certificates as it is considered that many supervisors will never need to use a chamber. |

It is recognised that the scheme must not make it unreasonably difficult for good, competent, experienced personnel to obtain an ADC Diving Supervisor Certificate. Equally for the certificates to be seen as worthwhile, they must not be easy to obtain by personnel who do not have the necessary aptitudes for the work. This is a difficult balance to strike and the following method of operation is designed to achieve this aim. |
